Hazard was absent from the city on military service, and had now returned. He had submitted a certificate in order to gain permission to practise his trade within the city, according to the recent Act. The certificate attests that he served first under the commander-in-chief of Parliament’s forces in the north, in the regiments of Colonel King, Colonel Rainsborow, and Colonel Gray, and since then under the command of his Highness the Lord Protector, in the regiment of Colonel Overton. He served between the years of 1642 and 1651, during which time he was faithful to the Commonwealth, never deserted the Parliament’s service, nor defected to the King’s party, nor cashiered for any misdemeanour. He should therefore be allowed to trade freely within the city, according to the recent Act. Certificate signed by (Major) Ralph Waterhouse, (Captain) Alexander Bernard, and Robert Legard, witnessed by Thomas Ligott, William England, and William Topham. Hazard henceforth allowed to follow his trade freely.
